That guy from Miami Vice has 8. I'm sure there is some goverment aid to them for expenses because really no one could cover all that cost.

Other religions and governments do the same. Texas and China just restricted abortions. Also, governments encourage more births with financial incentives.
The best way to lower birth numbers is to eliminate poverty and make everyone in the world at least middle-class. Ethnocentrism and xenophobia need to be eliminated in order for countries to replace their work force through immigration instead of more babies. Unlikely to happen.
