I don't understand how a Belgian girl like Cécile De France has a... "foreign" last name.

I would assume it means that her ancestors originally came from France. Last names started out as a way of identifying people, and if there was only one guy in a Belgian village 300 years ago who had been born in France, let's say his first name was Jacques, then he'd probably be called Jacques de France by the other villagers.

Similarly, the French President, François Hollande, has that name because his ancestors originally came from the Netherlands.
