Not impressed with his acting. His character whines way too much. I was shocked when he won his Emmy last year.
I find his acting too over the top.

Same here. I guess Scandal doesn't provide the best lines for actors and that the art direction is not very impressive. They are all asked to play the same and to get either hysterical or to speak LIKE-THIS, ie to emphasize each syllabus of a short sentence to make us understand that the characters have a point. And his acting is not breathtaking. His character is not very interesting, they're not credible as a couple and the dynamics feel forced and artificial. Nothing feels real.
I think the only decent actress in Scandal is the actress who plays the First Lady. The President is not bad either. The other ones.... they're doing too much.
Before this movie, I had only seen him once in an episode of "NYPD Blue" subbing for John at the front desk! He's a lot more likeable in the movie; played a real douc#-bag in that TV show! ;-/
