I couldn't help but not noticing it in her arms too while watching a rerun of 'Dance Dance Revelation (S2,E10)'. Also, she always seems to be high strung in appearances on talk shows. I could only surmise it has to do with her past heart problems which required her to get a pacemaker.

Television makes the normal interactions between people come off like watching paint dry. As a result, particularly on talk shows, those who make appearances have to "amp up" to avoid appearing wooden. Julie Bowen does a good job of revving up for talk show appearances - but what you see on camera of anyone's appearance on a talk show is not an indication of how they are in real life.

Also, what appears to you to be spur-of-the-moment chit-chat on talk shows is also somewhat pre-planned. It's not off-the-cuff, as much as you want to think it is.
