Also he didn't sound seriously and he seemed like he was going to burst out laughing since he is very much aware of how silly he sounded as part of his prank.
Harassment isn't determined based on the victim's appearance, it's the harasser's behavior, the making of unwanted sexual advances in a professional/work environment.
This seemed like harassment - the interviewer was just trying to do her job, and VD was being a huge jerk. If Vin was high or joking or being a "troll"? Doesn't matter, it was still harassment.
