Dean Stockwell (R.I.P.) starred in The Werewolf of Washington (1973)

Dean Stockwell (R.I.P.) was the star of The Werewolf of Washington (1973). It had a low budget of $100,000. a werewolf film. Writer-director Milton Ginsberg said that, in hiring Dean Stockwell, his career "had fallen into eclipse at that time. He loved the script." It had comic references to President Richard Nixon, who was embroiled in the Watergate scandal at the time, which resulted in his resignation. There is a scene at the Watergate building, and iconic locations in Washington DC., but it was filmed on Long Island. It is low rated, but Dean Stockwell gave a decent performance, and the pacing was fine.

I saw this as an episode of Elvira's Movie Macabre, which is streaming on Peacock (free for Xfinity subscribers). The producers let the rights to the film lapse. It is free on YouTube, Tubi, or DailyMotion; available for free download at the Internet Archive. Only a single print exists of "The Werewolf of Washington," at the Berkeley Art Museum and Pacific Film Archive.

The cast included:
Clifton James from two Roger Moore James Bond movies and Superman II
Thayer David from Rocky (1976) and the Dark Shadows TV show
Biff McGuire played the president in The Werewolf of Washington. He was also in Midway (1976), and Serpico (1973); he passed away 2021.
James Tolkan, played Mr. Strickland from the Back to the Future movies, also in Top Gun.
Michael Dunn, played a dwarf in a Star Trek episode "Plato's Stepchildren" (1968), many episodes of The Wild Wild West. He passed away later in 1973.
