I swear he looks like the actor who played a mother killer early in the film Psycho IV.

I know who you're talking about. Kurt Paul. Actually he was Perkins' understudy in a play or something. When in the mid 80s Perkins was asked about playing the coroner Norman Blates on ABC's short lived "Sledge Hammer!". Perkins couldn't commit but recommended Paul who went on to play the very creepy coroner Blates over seveal episodes of the series.
