Is this in nsme only? Who is to blame for the downward spiral of NCIS since season 7, the execrable season finale for 13? The show started off so well...

GG (aka glasberg) became EP in season 8. Harmon has had some sort of producer credit since S6 or 7 as far as I know. When asked he says he has little to do with the running of the show. Glasberg has said that he speaks to Harmon at least daily talking over the show with him.
At this point, I'd put the blame for the awful S13 finale on Glasberg. although many fans believe that the way Tony was written during the season is due to an argument between the actors over MW's decision to leave.
I just started watching the 13 season (Netflix dvds) so thanks for no spoilers. Sorry to hear the finale is bad. But then most of the time when people post of forums like this that something is awful I don't agree.
BTW awful wasn't always a bad thing. Awful=full of awe, awe inspiring. Not sure how it became a negative.
