That killer couple movie

I'm probably mistaking Jeff Daniels for another actor, but I seem to recall him in a movie where he played a psychopathic killer who went around with a female accomplice from place to place and simply killed people. In one scene they had tied a woman to a chair and toyed with her, until finally strangling her.

Horrible movie, actually, and I wish I hadn't seen it. But I would like to recall who was in it.

EDIT: It was Bill Pullman, and the movie was "Surveillance."
