What Film is This?

I remember seeing a film when I was quite young on TV. I think it starred Tom Arnold. It was about two neighbours, one nice family and one horrible. Rivalry kicked off and the bad family ended up killing the good family's dog. Other horrible things happen. It was really disturbing when I watched it. I have been trying to find it for ages.
