Henry Cavill was deemed to young but Clive Owen was also up for the role in 2006, he looks much more like Bond than Craig.
Henry Cavill would make a great 007 now though.
I think it was earlier that Clive Owen was considered for Bond. They were so sure Clive Owen was going to get it, the studio delayed the release of his King Arthur movie hoping to capitalize on it. When he didn't get the role, they released it at a bad time and killed it's box office.
