Exposing herself to children SOUNDS awful, but in the context of an argument with another adult... I don't think it's going to do the children much harm. IMO, this is slap on the wrist type stuff.
If she deliberately tried to get children alone for the purpose of flashing them, that would be another matter entirely. IMO.
