If Tom Hagen were in The Godfather 3

What would the story have been like? I've read that it would have been something like Tom rising rising up against Michael. Based on Tom's characters in parts 1 and 2 and his undying loyalty to Michael, it seems only right that part 3 might have been ranked with its prequels if that scenario had been the case.
