Unfortunately the movies you're looking for don't exist. In general moviemaking sense most of Jackie's movies would be below average without the action parts. You've already found his one of the best (if not the best) balanced movie, Shanghai Noon. And to be honest, story-, script-, and directing wise, Rush Hour I-II. and Shanghai Knights would be among his bests too.
Let me see... he has a few good period kung fu movies which actually has a good story (such as Dragon Fist), but they look good only within the limits of the genre. So they won't matter for you. There are his true classics from his golden years with the best fight scenes ever, such as Armour of God I-II., Police Story I-II., Miracles. These are pretty well made movies for Hong Kong, but they're nowhere near as polished as Shanghai Noon. They probably wouldn't work for you either.
Assuming you've already watched his more important U.S. stuff, my best advice would be to watch Police Story III. with original Cantonese audio. (The latter is important.) It's still a Hong Kong movie, but reasonably enjoyable even for western taste. The action is not much better than in Shanghai Noon though. If you liked it Who Am I? (1998) is something similar. I could also suggest New Police Story (2004), Crime Story (1993) and Little Big Soldier (2010) for certain reasons, but first things first.
If you believe you could handle a bit more broad Hong Kong movie, try Dragons Forever (1988). It has excellent fight scenes while the comedy is more digestible than most of Jackie's eighties stuff.
But then again, these movies doesn't have the polish his successful Hollywood movies have.
