Why wasn't Moore wearing a blue police uniform at the funeral?

I wondered that myself. Maybe they wanted at least one plainclothes for some reason. Or he may have gained/lost enough weight in the hospital so his dress uniform did not fit and he had not been able to replace it yet. If it is anything like a military dress uniform it's not off-the-rack and it costs a damn fortune. My second husband wanted to wear his dress uniform when we got married and had to get a new one; that thing cost more than my wedding dress.
