A lot. Jean Lafitte is the most notable one.

Thomas Tew (active in the late 17th century) is rumoured to have come from Rhode Island.

No there was not. The simple reason is that the Golden age of Piracy was about 1650 - 1730.
America did not then exist as a nation yet.

It`s far easier to start a war than to end one.

I agree with Lunda2222 on the issue that there was no "United States of America" during the Golden Age of Piracy. However, it is worth noting that the richest hunting grounds for pirates in those days were around the Caribbean Sea. Edward Teach (Blackbeard) was born in England, but most of his pirating was done out of the colony of South Carolina and his treasure is rumored to be buried in the outer banks, among other places.

He didn't ask if they were United States citizens. There were plenty of pirates from America (check your definition of America) at that time.
