How can I cure my dog's bad breath?

Our Yorkie, Taco, has really stank breath. We tried brushing his teeth with one of those gentle finger toothbrushes but he won't let us brush his tongue. Also, treats that are supposed to freshen his breath only work for one day.

Any help would be appreciated.

I'd personally take him to the vets just to do a check up.
