not that i'm aware of.
but testament, from 1983, kinda got the reverse treatment. it was made for pbs, but the producers were enthusiastic about it enough that they opted to give it a theater release, then play it on pbs a year later. the lead (jane alexander) got an oscar nom for her role.
I'm too lazy to research names, but I'm 99% sure that some made-for-TV movies were released theatrically overseas.
I've heard about a 1972 movie called The Man starring James Earl Jones as the first Black U.S. president. This is from the IMDb trivia:
