i would say the movie is about red tape bureaucracy more so than the monster. i presume the monster had an intentionally silly look. homage?
the movie blames the political gridlock as "the american way".
but also that they are amercia's bitch. much better movie than i expected

One of the best slasher films ever made was filmed in Spain by a Spanish director. The story is set in “Boston” on a college campus and even has two big name American stars in the cast. While watching, all the little clues that tell us it’s not American are there, but that just adds to its charm.
