I think I could attempt to answer your questions, but I think I'll focus on your main one, the "War on Drugs," for now.
It's basically a hidden war between our federal govt and the drug cartels down south of the border. On our side, you have people working very hard to stop criminal black market trading of illegal drugs to prevent killing ordinary people with addiction, as well as stopping the flow of weapons and criminal activity.
On their side (and this includes criminals here in the US, not just Latin America), you've got Drug Lords in charge of gangs [who terrorize the local populace and fight gangs belonging to other drug lords,] and "factories" that produce illegal drugs that are sold on the black market so they can raise money to supply their goons with weapons. These drugs usually either end up in the hands of smaller crime bosses whose goons sell them on the street to anyone gullible enough to buy them to feed their addictions (they make a "killing" in Hollywood, both literally and figuratively). The biggest money-making drugs include Cocaine, Meth, and still surprisingly, Marijuana. I can explain the last one in another post.
The war is basically our guys trying to stop the flow of drugs into America as well as shutting down these illegal black market operations, and trying to take the criminals out, one gang at a time. It's been going on since America first started, but didn't really take off until the 1960s and 1970s, when people started taking illegal drugs a lot.
Sadly, you can't quite trust the feds, because there has been evidence the more corrupt branches have been running drugs to Latin America for some dirty reason or other. Whatever game they're playing, it's not helping the more honorable types in stopping the flow of illegal substances into America.
We do get illegal substances from places like Asia and the Middle East, as well as parts of Europe, but a large portion of them flow through our southern border right now.

yeh but there's 'corruption' in that regard because its a false war. If they're accepted people won't have to be 'king pin';. People are always going to use drugs. Addiction comes from feeling not loved. People should just accept that there will always be addictions and that many people will always in some cirucumstances look to use drugs. alcohol included. there should just be more of everything including education. its not really that great seeing the war on drugs. Alcohol is accepted... in my opinion that makes it less dangerous than being not accepted. but people still get alcohol poisoning. its the same for everything. so there is a war on drugs.

If you want you can move to Spain. All drugs are legalized there. A guy who lived there said it did wonders to the Spanish people. He said that a lot of ordinary, everyday people actually went and got help with their addictions; something they wouldn't have done in the past for fear of getting arrested.
However, there's a reason they don't legalize certain drugs here in the states. Do some research on Coke and Meth, and you'll see why.
It doesn't matter if all drugs are legalized or not. The crime lords of America and Latin America are flexible enough that they'll just find something else illegal to sell instead of drugs.

lol Drugs are not legalized in Spain, but possession in personal amounts will not land you in jail and rightly so.
