They still have the titles, and have agreed not to use them in public, or in commercial endeavors.
Which means that the Queen is letting them having a go at being independent from the royal family, but is retaining the threat of actually taking away their titles and ruining their brand.
She should just cut them both loose and watch them drown.

I think they both have enough money to walk away altogether and live comfortably for the rest of their lives but of course they don't want to just live comfortably. They are hoping to become some kind of celebrity couple but I don't think they have the charisma to pull it off long term.
Yeah, I think Megs is running the show and Harry is just going along hoping for a good outcome but it's not going to happen. When it all gets stuck she will divorce him and he will look a right fool.
Harry inherited Diana's personal fortune, and is reportedly worth about $40 million. They could live quite comfortably on that for the rest of their lives, and leave their child or children enough to keep them comfortable, too.
But since Meghan was reportedly looking at $20 million mansions in Canada, I don't think they consider $40 million enough for the lifestyle they want. Hell, Harry is still reportedly asking Charles to continue his $2 million a year personal allowance, the spoiled prat.
Exactly, they want more than just comfort. $2 million a year allowance? Give most people that and they would attend as many bullshit ceremonies as you want!

Because they both know that without the connection to Royalty no one will give a shit about them. They want it both ways to trade off the family as well as walk away from the family.

The queen stated somethings still need to be worked out and apparently this is one of them.. Like it or not, they still are part of the royal family. All they have done is agree not to officially use the HRH's.
