The first which come to my mind are Gladiator and The Kings speech.

The reason Kings speech got the R it’s because of the F word repeated too many times but basically feels very PG-13

Terminator 2 for sure. I really think the language, especially by the kid, was what got it an R rating

The Demolition Man, Cliffhanger, Judge Dredd
True Lies, aside from the Jamie Lee Curtis's scene.

Face/Off and Con Air both could have worked as PG-13 movies, with minor changes. Not as much with The Rock, since it had a much darker theme, and some very graphic parts.

Actually most of Cameron’s films feel PG-13, at least in the 90’s. And was Face/Off really R? Could’ve sworn it was PG-13!

Pretty sure R was a selling point in the past so studios would often push for R when it really wasn't warranted

Onegin (1999) Ralph Fiennes and Liv Tyler

There was ZERO reason this movie should've ever been Rated R. The only thing I can think of is the part where Ralph's character was having a duel with another character using ball and black powder flintlock pistols. The ball hit his opponent in his temple and there was a burst of blood when it impacted. I mean even for 1999's standards, that alone should not have garnered an R rating.

For some reason Lost in Translation is rated R in America. In Canada it's PG. There's no swearing, no violence, no drug use, just a quick scene at a strip joint where most of the boobs are out of focus.

I agree. I remember when it came out, I thought it would show children having young sex or would loaded with teenaged harsh language. I was incredibly shocked to find it was pretty tame and/or nonexistent in those categories.

A Few Good Men.

I heard "Love, Actually" didn't have much to really make it an R-rated film either.

We got robbed with "Love, Actually". Keira needed to peel those panties off.

"Stand by Me" wasn't an "R" movie if you went by the books, but the subject matter was very adult. Great movie regardless.
