If we're being sardonic, the universe depicted in "Starship Troopers" is a grandiose tale of a perpetual struggle between a united humanity (albeit as an illusion of freedom, symbolized by a flag wrapped around a double-edged sword) against a perceived threat not clearly understood, space-seed colonizing arachnid bugs.
Everyone is seemingly employed, racism is an afterthought, each person's need is matched by their physical output, and those within government have earned their positions through meritocracy.
Surely, corruption is inconceivable. "I do my part." It's all about the narrative.

We don't get to know enough about them in order to determine just how smart they really are.
Except they do express fear, a trait indicating emotion, clear signs of an intelligent life form (or what the people in Star Trek's Starfleet would classify as an ascension being).
