Can anyone identify this show?

I'm racking my brains to identify a TV show (or possibly a mini-series) that I saw some time ago. Towards the end, a significant clue to solving a case was a photo of a large building that had clearly been taken through a wire fence that was known to be only about 4 - 5 feet high. The investigators initially assumed it had been taken by a child, but then someone realised that it could have been taken by someone in a wheelchair. That enabled the person to be identified and the case was solved.

Can anyone identify which show this was?
