it's tilted. Or am I wrong, is that not a slight weakness?

Some photographers do this to be "artsy." In some cases it works.

"A .22 caliber mind in a .45 caliber world"

The tilted part is perfectly OK because

(a) its not a landscape shot, but (sort of) an action shot, thus the tilting adds drama instead of looking plain ugly

(b) the tilting is strong enough to look perfectly intentional, not accidental

I dont think that photo is quite "perfect" though

- Its full of really strong JPEG artifacts killing any resemblence of image quality. Quite frankly the image looks ugly

- There seems to be a lot of snow on the lens (clearly visible against the black fur of the larger dog)

I think it works...for action. I do the "Dutch tilt" for waterskiing too. Makes the image more dynamic somehow, like the waterskier is climbing an insurmountable wall of water.

Absolutely. Were the view not canted the photograph would have near perfect composition.
