Can a cartoon have special effects?

When posters ask animation lists, I always separate cell from cgi.

I like to think that special effects in animation are like new or special technologies used to produce a certain effect. So an animation "special effect" would be like the rotoscoping of Cab Calloway in the Betty Boop Snow White cartoon. Or the 3D rotating table sets in Popeye meets Sinbad the Sailor and Popeye meets Ali Baba's Forty Thieves which gave the impression of depth. Other things I can think of... backlight animation to make things glow like in the Secret of NIMH. For cel-animation I might even consider a completely animated sequence a special effect, like the chase sequence down the stairs in The Thief and the Cobbler.

But for a CG cartoon I don't think there are special effects. Everything is done in the computer. Maybe motion capture is a special effect, but it's not very impressive anymore. Computers destroyed the awe in special effects.

It's a wrong idea. I wonder why you have such idea. Not only in movies, but in cartoon there would be able to produce a special effect to show off.
This made content more active, more attractive. this SE is not only in picture but in sound showing.
a works will be not a good works if it hasn't got a SE in it.
