Like computer DVD drives, PS4s will allow you to change the region a limited number of times (4 in the PS4's case) before it locks onto the last one.
So the answer is basically "no."
What I did notice with my stand alone Sony Blu-Ray player, the PS3 & 4, is that they can play some other Region DVDs. For instance I have a Region 3 copy of One Missed Call from the Chinese market and that will play fine with no problems, which I think might have to do with the fact that it is in NTSC film format, also I have some DVDs from Australia that are in PAL format but Region 0 and those play with no problems at all.
