Software that AUTOMATICALLY cuts movie scenes into separate files?

Is there a software that automatically cuts movie scenes into separate files? Not actual scenes, but each time the camera cuts. It's useful for when you want to make your own trailer for a movie.

Automatically, no I do not think so. You still have to edit it manually by selecting the beginning and ending to your video cut then add all spliced video clips into one as usual.
