California emission regulations


I'm just watching a youtube video about a 1991 Ferrari Testarossa. The seller says it has a catalyst tag that says it's a 49 state vehicle, not for sale in California.

What's that about? Does California have different emission regulations than the rest of the US (or did have in the 1980's or 90's)?

When I lived in California, it did have different (stricter) regulations on emissions than the rest of the country - mostly because of LA.

The California Air Resources Board (CARB) tends to have slightly stricter rules than EPA rules. It's a pain for people who make and use aftermarket performance parts, but generally a Good Thing since California drives the EPA to raise its standards.

I'm not sure but I don't think that any state other than Cali has separate emissions rules. And in case you were wondering, if you buy a 49-state car and then move to California, you don't have to upgrade to a CARB compliant pollution control system.

There are now at least 11 other states that have adopted California standards.
