is there indeed such a thing as a biopic that does not take such liberties with the facts that the result is 99% fiction, with only the names of a few characters being factual?

Well, what about Walk hard: Th Dewey Cox Story......
That is 99% fiction, yet there are real live factual people in the film such as Buddy Holly, John lennon, Paul McArtny, Ringo Starr, and George Harrison.

You must remember what Oscar Wilde said: "History is all gossip". So the same must be true for biopics. True facts are never glamorous enough. They must be fluffed up to make them palatable to the general public. Life is usually so dreary that it could never make a Best Seller without the addition of plenty of salt and pepper.

Though there are those who may disagree, I think JUDY GARLAND: ME AND MY SHADOWS is a pretty accurate biography of the screen legend.
