Why do loud noises scare cats and how do you stop annoying meowing?


My cat has a fear of loud noises and I would like to know why cats are scared of loud noises? Because my cat jumps every time he hears a loud noise like a buzzer or fire alarm or even an electric toothbrush scares him or even the TV when it is loud scares my cat. And when my cat hears the loud noises he runs under our beds and never comes out. Are cats sensitive to loud noises or do some loud noises stress a cat out?. Another thing my cat has started to do is meow very annoyingly from 4am to 11am and Mom and I try giving him cat treats to keep him quiet but they keep him quiet for only a few minutes then he starts meowing again for no reason. Since I'm in the process of moving we have stayed in hotels and so i'm wondering if all the moving we have been doing is stressing my cat out and causing this annoying meowing. I tried telling my mother that if our cat doesn't shape up this meowing to try to put him in a pet kennel or animal shelter until we get settled in our new house but she doesn't want to because the cat is her "baby" and she insists we take him with us but I dislike seeing my cat stressed because he is so bored and his meowing is driving me nuts

Another thing I've noticed about my cat that Mom and I cannot seem to figure out is now my cat is afraid of outside city noises and I cannot figure out why city noises are now scaring my cat? Take for instance when certain noises like the garbage truck to the neighbors loud voices to car horns scare my cat my cat gets all freaked out and tries to bite and scratch and he will not calm down until the noises stop. Today when Mom was cooking dinner she was gently holding my cat when a horn sounded and he freaked out and scratched my mother. And Mom is so tired of getting bitten or scratched that she wants to put our cat somewhere else in the house when he freaks out. And this is weird because our cat was raised in the country and was used to these sounds
What can we do to ease his freaking out?
