The article is talking about the difference between patriotism and jingoism.

The movie had to walk that line without stepping into jingoism, and to do it, it showed jingoism's silliness.

It was goofy, but in the movie Cap specifically shows he wanted to engage in real patriotism, which was the rescue mission with the Howling Commandos.
