Plenty of employers won't tolerate people being disrespectful or taking an abusive tone with their coworkers. How is this any different? Biden wants no part of the infighting and power games that went on in the Trump White House. He's simply making that clear up front, he won't put up with it.

And I believe you're referring to the Chief of Staff - there's no HR department at the White House, the closest thing they've got is the Office of Presidential Personnel which oversees vetting of Presidential appointments.
