It appears, based upon his attire (I could be wrong), that she was shot by a member of Pence's (or Pelosi's?) Secret Service detail. At the moment of her shooting she at the forefront of a group heard by many witnesses to be vocally expressing a desire to "Kill Pence". The name Pence bears an uncanny similarity to Mike Pence, the Vice President and second in line of succession, who was holed up in a nearby room (the Hart Room) along with many other lawmakers from both parties. There were a few other rioters who had already reached the door of this room, who were poking their faces through a broken glass window, and only refrained from entering the room because the police and secret service were pointing guns directly at them. The lone agent was standing on the other side of a door, which opened up to a hall leading to this room where the legislators including Pence, were. With gun drawn quite visibly, the agent told the crowd on the other side not to attempt to come through the broken window into this hallway. One of this group, Ashli Babbitt, chose to disregard this warning and began climbing through the window... she was shot at that point. There was nothing accidental about the shooting in my view. It was a deterrent shot to prevent an already dangerous situation from getting out of control. You can argue her shooting was an "execution", although many people in the last several decades have been shot by Secret Service, some much further away from the person the agent was assigned to protect, more ambiguous in the intent, and not at the head of a mob specifically naming the protected person and clearly stating their intentions towards that person. And keep in mind, this person protected person was already in a situation of considerable danger in the "safe" place they were located.
