How to address Mitt Romney when he retires?


Assuming his role as the U.S. Senator from Utah is his last office, what would be the most honorable way to address him? Governor Romney (due to his governorship in Massachusetts) or Senator Romney?

I know it's best to address Hillary Clinton as Secretary, and all former Presidents and Vice Presidents as their respective office, but I'm confused with this case because to me U.S. Senator and State Governor seem like they have equal precedence....

But I mean it as an Honorary. A person who has a conscience, an independent thinker.
Not beholden to the corrupt Republican orthodoxy.
He should be commended for it. and I really don't like the guy.
