How does reduced store hours help stop the spread of the virus?

I've seen stores saying that they are reducing their hours as a precaution against the virus spreading. Wouldn't that mean that more people would be in the store at any given time? If the store was usually open until 10:00 but they are now closing at 7:00 then all of the customers who would normally go in after 7 will now be there earlier making it more crowded. That would increase the likelihood of spreading the virus.
Wouldn't it be better to increase store hours to reduce the number of people in the store at any given time?

In my area, the stores are closing early because they need the extra hours to sanitize the store. Markets need to sanitize the shelves, coolers, refrigerators, floors, shopping carts, etc. They also need time to restock their inventory, which they said couldn't be done during the day with so many people in the way shopping.

That makes sense

It also allows stores to open early and let people over 60 and at high risk to shop in cleaner, less crowded stores. Until we have proven effective treatments and/or a vaccine there are certain things that make sense to continue in order to keep certain people more safe.

That's a little bit different. I fully understand the need for seniors only hours. I was only questioning the overall reduced hours.

It's almost as if many if these decisions are completely panic based and reactionary without a lot of logical consideration.
