Can Canadian be International?

Firstly I'm not Discussing French Canadian film, as this has already been deemed "international" and has an establishes sub-genre of it's own.

Can English Canadian film be deemed international film? Or is it simply American film, or "Hollywood System" films?

I think we obviously need to remove hollywood films shot in canada, films like twilight and tron, are american hollywood films.

I'm thinking movies by Cronenberg, Michael Dowse, Deepa Mehta, films by Vancouver Film School, and Toronto Grads... Thoughts????
