Help me identify a HK action film from the 90's (maybe 80's)


The opening scene has a woman get forced into prostitution with some mobsters. Then one of the other prostitutes kills the mob boss who the protagonist woman at the beginning was supposed to service, so the other mobsters think that she is the killer and begin hunting her down. She gets helped by some cool dude who rides a motorcycle and competes in illegal motorcycle races at night, and there's some subplot about how this biker guy was unable to save his mother from a burning car wreck when he was younger, and he has had a falling out with his dad as a result.

The biker guy and the woman continue to evade the mobsters, fall in love, and then make an escape plan to the mainland. She is instructed to wait for him at the ferry docks, and then after some action scenes, he is on his way to the docks to meet her but gets shot and killed by one of the last remaining mobsters. Then a police officer who has been following the woman and the mobsters around for the whole movie goes to the docks and tells her that there has been a change of plan, and that she now has to take the ferry herself and that the biker guy will meet her on the other side later. That's the end of the movie, so obviously they will never be reunited because he is dead.
