Whats the name of that movie?

Ok I recently saw a science fiction movie on ONE of the streaming sites and now for the life of me I cant remember the title.

The premise is a near future setting where the main character is a young girl who has been "modified" to be part of a group of 5 or 6 agents doing the bidding of an older Oriental man. The group works for the government but they aren't a governmental agency.

The villain of the story is man who was a failed Modification for the same program that produced the young girl. The Villain is using groups of people against their will to act as a hive mind computer in his search for his past.

The group of secret agents try and track down the villian but in the process begin to uncover the truth that the government is doing these horrendous experiments to produce these "super agents" and eventually turns on the group.

the movie has a very eastern Anime feeling to it, does this sound remotely familiar to anyone?
