Espionage movie from the 90s with a shootout at the end

At the end of the movie are 3 conspirators talking in the white house. Two of them decide how to continue their plans. The third says "no, it's over," and shoots them. He, in turn, let's himself be killed by a guard who enters the white house. I remember the plot was too far out for me to follow. Now that I've used risperidone to boost my intelligence I'd like to see the movie again.
