Who is considered a legitimate actress but is horrible in all their roles?

Diane Keaton. Not a fan.

Keaton or Natalie Portman, even when she was blatantly excused for being underage way back two decades ago. Both rarely deviate from a 'bitchy' mode.

Portman was great in Leon: the Professional, and in Great Balls of Fire.

Denise Crosby or Daryl Hannah. My toilet has more talent.

Isabelle Huppert. Such a stoned faced actress. Always trying to project too much French sensuality at the expense of character development.

I'd have to go with Karen Allen. She just screams "community theater actress" whenever I see her in a film role. From what I've read she only got her breaks due to being Brian De Palma's squeeze.
