green water / sewage

Hey!

I'm looking for a scene where a woman (possibly a cop) either fell or was pushed (by a criminal?) through a manhole, under a sidewalk / into a big tank. She later tells the story to a friend or co-worker, and says something like: "I could swim, and had room to breathe, but the water... It was green, and fizzy." And we can see this situation reenacted in a flashback.

It was probably in a TV show, maybe a cop show, from around 2000.
