Trying to remember the media (movie/show) + actor name only from a scene that I remember, please help!!

As mentioned in the title: comedy-ish movie/show; supporting male actor, plays obsequious (retainer?) lawyer: short, white, always wears glasses, American? nasally accent
Actor kinda looks like Stephen Colbert, Martin Short, Rock Moranis, Chris Conrad (except NOT as buff) WHEN he portrayed "Dennis" in the Amazon Prime comedy series "The Patriot"

Scene: slightly darkened hotel room, very early morning?, where character is sleeping flat on his back (just in his boxer shorts and a white tank top). (Character is staying in this hotel temporarily at his client's request or to be close by for a case?)
Action: (landline?) phone next to his bed on a nightstand rings. Lawyer is comically physically startled awake (his entire body, legs jump). He obsequiously answers it immediately with something to the effect "I'm here! I'm here! I'm awake! I'm awake!". The person on the other end (protagonist/main? male character, actor is of "normal" build) is unaware of the time of day there or his current state and casually asks questions in a pondering tone. In his daze, the lawyer attempts to answer questions with something to effect of 'yes! ... no, yes, what??... yes!' but stumbles in his speech.

Production Date: movie (or show??) probably was maybe from the 90s or 2000s?

What was memorable of this scene was the comical way in which he was startled combined with his (naturally?) obsequious personality.
