HELP......Please SOLVED!!! SOLVED!!! SOLVED!!!

Saw this flick back in the 80s at a drive-inn. Was pretty drunk but remembered some details.

Some military office recruits a former soldier who fought in Vietnam or something like that. Anyway they ask him to be flown to an area to take pictures or something like that. I think he finds some POWs or some sort of prisoners.

Only other scene I remember is the soldier jumps out of a river and stabs or shoots someone in a low flying helicopter. I assume they were looking for him

Any help with the name would be appreciated

Missing in Action has Chuck Norris as a former soldier who goes back to rescue some POWs, and at one point he jumps out of a river and shoots some people in a boat.
