Old B&W movie

I saw s snippet of an old obscure B&W movie once and a line has stuck with me due to its absurdity. I need to know what it is because I quote it on occasion.

A woman was outside wailing loudly at night and a group of people walked into the mansion. A man said the most ridiculous thing. It was something like “What in thunder is going on here? This is incredible behavior.”

What movie is this and why did it stick with me forever? lol
