Saw this movie twice in the 90s

Some woman has been hiding for a specific person several times, but this person always finds her, But he never hurts her physically

One day when she comes home, he has been at her place and left a dead parrot. It is set to be ready for serving and she screams. At one point, They stand near a cliff where she asks him to stop stalking her. He responds he cant, with tears in his eyes.

Language: English with US-accent.

Bump.

Pretty sure this would have been filmed between 1985-1990. I don't remember any specific car model, but in my mind, it looks similar to a scenario out of a macgyver episode or other us-drama shows from that period.
Still think its most likely a movie though.
