Help with probably obscure movie

Glad I came across this site. I spent a lot of time on the IMDB message boards asking and answering questions. Was thinking about a movie tonight and hopefully I can find out what it was. I only saw the end of it. Probably the last 20 minutes. This was in 1999-2000 and it was probably on HBO/CINEMAX/SHOWTIME or one of those channels back when you only got 1 of each of them.

There's 2 or 3 young guys, possibly teenagers in a room and a woman comes in or is there with them. She shoots them all and leaves, goes to a car and looks in the trunk and it's full of license plates for every state. She drives away and 1 guy gets up or 2 of them get up and 1 of them says she whispered to him to fall and act dead.
