Id Movie/Tv Movie/Show that i saw on tv in the 80's

Saw this on tv in the 80's. boy and his father/uncle/some father figure, don't know which it was, are sitting on a boat. boy sees numbers tattooed on the man's arm. asks him, "i thought you said we weren't allowed to get tattoos." man answers that he got it in the concentration camp in the holocaust. any idea what this is from? thanks.
