NTSC/PAL Portable DVD Player

I have a friend going on vacation in a few weeks and he wants to pick up a Portable DVD Player that can switch between NTSC and PAL format discs, and he wants to know what is the best one that can do that?

A tablet or laptop, if they need to play discs directly instead of ripping them to mkv. AnyDVD or DVDfab or makemkv will be helpful.
