A short film similar to City of Lost Children?

I saw it on t.v. over a year ago and it took place under water in a fish shaped submarine. A little girl was walking from one end to the other passing other people doing things. At the end of the submarine was something that wasnt to be touched or broken. And I think there were some men playing cards there, and the girl smashes the thing with a wrench. It was live action but had the same feel as City of Lost Children.
